輕度颱風「鳳凰」在上午發布海警，氣象局提前陸上颱風警報的預計發布時間，最早傍晚，最晚在凌晨前就可能發布。

鳳凰在11時的中心位置在北緯 17.7 度，東經 122.6 度（鵝鑾鼻的南南東方約 500 公里之海面上），以每小時18轉15公里速度，向西北西轉北北西進行。

氣象局表示，鳳凰在過去三小時強度略為增強且暴風圈亦稍擴大，在11時的中心位置在鵝鑾鼻南南東方海面，向西北西轉北北西移動，其暴風圈正逐漸進入巴士海峽，對巴士海峽、台灣海峽南部及臺灣東南部海面將構成威脅。巴士海峽、東沙島海面、臺灣海峽南部及東南部航行及作業船隻請嚴加戒備。恆春半島、台灣東半部及西南部沿海地區有較強陣風，並有長浪發生，前往海邊活動注意安全。
